Yes, once there is no further progress the patient is deemed base line. Basically they are saying this is as good as it gets.
You do have a right to protest the decision.
I moved my dad because they said he had base lined but was unable to walk, no way. So the new SNF had him mobile with only a cane and doing great.
Advocate, advocate, advocate!
