I was just wondering if anyone knew about this or who I could speak with. Since my Dad's rent at the AL has increased, I am now putting about $500 a month of my own money into the pot. I'm working two jobs just to pick up the slack, and it burns me up that I still OWE taxes. I can't claim Dad as a dependent because I don't cover 50% of his expenses which is the requirement, and since he doesn't pay taxes (100% disability from the US Navy where he was blinded), I'm not sure if I CAN do anything. I had considered transferring money from his account to mine and then paying some of his expenses, but that seems a bit like fraud to me, and I have to give an account of every red cent of how I use Dad's money. I have to go through a yearly audit with the feds to make sure I'm not misappropriating funds. I have no life as is and now I have to be broke as well?
You shouldn't be paying at all, and you certainly shouldn't be paying so much. Can't those brilliant people who are so careful to make sure you don't mis-step make themselves useful for once and advise what you *are* allowed to do?
Dad currently gets a certain amount of VA and Social Security benefits, but his expenses exceed that amount.
Because we couldn't find a suitable ALF that falls below Dad's current benefits, I am left to pay the remaining rent and other expenses which totals between $500 - $700.

Are you dad's POA? Are you saying that dad HAS funds to pay these expenses, but that you don't have access to those monies? I'm not sure I understand your question.
One this for certain. YOU should not be paying for your dad's expenses. Dad's funds should be paying.
