Can I get a qualified professional to come in my home and do an elderly assessment for competency?

You could try your County Office of Aging. They should be able to at least evaluate. But, to get good testing, you should see a Neurologist and have the person undergo testing to have a good diagnosis. An MRI will show any abnormalities. A EEG is also done.

I doubt if those home-services would be available, but you may try. There are two types of assessments. The first one is strictly medical (neurological and neuro-psychological). The other one is legal. The first one measures psychological functions and evaluates the integrity of the nervous system. The legal assessment is conducted by a Judge who, based on the evidence, will considers such person, legally competent or incompetent. Keep in mind that only the Court has the authority to declare mental incompetency.
