Electroguy, please note that up to 40% of family caregivers will die leaving behind the love one they were caring. Thus, no wonder your sister is totally burnt out.
Your Mom is in total denial that your sister can no longer help her, because in most elderly parent's eyes, their grown children are still in their 20's and 30's with all the energy in the world.
Sometimes we have to wait until there is a medical emergency, 911, hospital, rehab, then into a nursing home. I had to wait with regard to my own Mom who was 98 and wanted to remain in her house.
Thank you for the responses. Much appreciated. We are having a hard time with Mom because she doesn't want to go to the Doctor for Geriatric Psychiatric Evaluation.
She says she will go and cooperate then when the time comes she refuses and accuses us of trying to deceive her. We made countless reschedules because the doctor said if she refuses we cannot force her.
Sad situation all around. Meanwhile our sister who is the primary caregiver is totally burnt out and hates my mom, us (her siblings) and the whole world.
No, her bills are her bills, unless someone else cosigned on the loans. If creditors call looking for her, tell them where she is, but don't ever let yourself be pressured by them or made to feel you have to pay them from your own funds. You're not liable or responsible. Please remember that.
No, any of her future medical bills will not be your responsibility. If you have co-signed any loans, this is still your responsibility. If you sign anything on her behalf as her PoA (and not as an individual) they are her responsibility. As long as no one else's name is on a bill or credit card, it is only her responsibility. Medicaid's "look back" period is 5 years, which means if she transfers any asset to you within the past 5 years it can be claimed by Medicaid.
If there are gifts or assets that have been gifted mom will be penalized an amount equal to the value. Care would have to be paid for by someone until the penalty has been repaid.
Any bills like credit card debt will probably have to be written off by the creditors, if the debt is solely in her name.
The item that usually causes the most trouble for qualifying is the audit that Medicaid will complete to verify mom has not gifted cash or other assets to anyone in the past five years.

A geriatric psych evaluation is an inpatient procedure. And do not tell her that!
Get sis a break!
