Wife can not see or, walk or talk, so need to automatically call neighbor if something happens to me by pushing a button.

How far away is the neighbor's house? If it's next door, and there isn't terribly much space in between, this might work for you:

I used this in my home when my mom lived with me. She is blind and disabled, and she was able to summon me with no problems.

You would place the receiving unit at your neighbor's house, preferably in the room closest to your home. Put the call buttons in your home, in convenient places (bedroom, bathroom, etc.) so that they will be in the most logical, accessible places in case of emergency. Your wife can also carry a button with her in her pocket, or around her neck with a lanyard, so that she has it on her at all times.

***Please note that this is a system that will only be effective if your neighbor is at home at all times. It does NOT work more than 100-200 feet away from your house.***

An alternative is for you to get your wife a Doro 7050 phone (from Consumer Cellular). It has an emergency contact button on the back that can be programmed to any phone number, such as a friend, neighbor or relative. Your wife would have to push the button three times, in fairly rapid succession, to automatically dial your neighbor's phone.
