Find Care & Housing
Probably, almost certainly. You have to contact the Medicaid office directly.

Another thought: do they offer integrated Medicare-Medicaid health plans through health insurance companies in North Carolina? (I looked it up just now but it wasn't clear.) I've found the integrated plans via health insurance providers (e.g., my dad has Humana Integrated Medicare-Medicaid, but there are 6 or so companies he can choose from here in Illinois) to be much simpler to use for all his needs. I direct order his incontinence supplies and other things he needs every month, they bill Medicaid on his behalf. It's been much easier to deal with insurance company customer service reps than the gov't offices.

Your caseworker can help you with getting incontinence products. You will have to work with the supplier who has the NC Medicaid contract.

The best thing to do is call your State Medicaid office as each State has difference programs and what they offer.
