My dad has Parkinson's and mobility issues, so he needs some support with bathing and dressing. My mom is younger and doesn't need an aide. They live in their own home now but would like to be in an independent living community for the socialization, meals and medical support. However it seems like intake staff want to push my dad towards assisted living and they definitely want to live together. That seems to mean we pay for my mom to be in assisted living too, which is cost prohibitive. Do you know if independent living places will often accept a person who needs an aide right from the beginning? Are they better off staying at home and getting in-home support?

or if your father has veterans benefits, they might pay for in home help or even part of the assisted/ independent living rent.

Some senior living communities offer multiple services, they are usually called CCRC (Continuing Care). You might want to look into those types of facilities for you mom and dad.

That is a tough one.

If you can find an independent living community that will allow you to hire/bring in a parttime aid for your dad, and that also has assisted living if/when that is necessary, that might be a good option.

If you can't, perhaps bringing services into their home is the best short-term option, until the Parkinson's progresses and that really won't work anymore. Then the option might be for Mother to stay in their home, and Dad to go to AL (or NH, if the progress of disease calls for that). Or for Mother to go to Independent Living. Unfortunately the decision needs to be made on not only what is best for all concerned but also what they can afford.
