I am assuming he is a Veteran.
The VA does have a program that will provide a budget bases on his needs and you can use the money in this budget to pay for caregivers. (When my Husband was in the program it was called VIP, pretty sure it stood for Veterans In Place it might go by other names in various areas)
Contact the VA Social Worker if you have been in contact with one and ask what programs are available.
The "problem" that I had with the program is I was responsible for finding and hiring caregivers. They would be background checked but I could not hire through an agency. (I did find great caregivers I contacted the local Community College and got 2 students that had just completed the CNA certification program and were waiting for the Nursing School to begin. )
Your other option would be to place him in the VA facility if there is a good one near you. At the VA in North Chicago there are buildings that have been built called "The Green House" and it is on the grounds of the Hospital but it is a more Home like environment than the typical VA home.
The VA will also pay to make your house accessible if it is not already so look inot that if you haven't

If your husband served during the Viet Nam war, he may be entitled to receive Aid and Attendance. Only those who served during Wartime can apply for this. He didn't have to see combat, he just had to serve.

Your County should have a VA office. They can tell you what he is entitled to if he is a Vet at all.

By HHA do you mean from Medicaid? HHA are somewhat different in their training than a CNA. CNAs do more hands on. But neither of them can give meds or shots since they are not medically trained. What does your hired aide do that the others can't.

Is your husband by any chance a Veteran? If so, contact the nearest VA to make an appointment and discuss what could be available to him.
