First off, he has to have a 'documented' disability - as in, be on social security disability or SSI (for those who didn't earn enough money). Those can happen at any age, so this has nothing to do with discrimination.
If he is not considered medically disabled yet (no benefits for disability yet), then help him apply. Without the disability determination, he's not going to get any help with a caregiver.
This person you know is presumably involved with the medical system. Are you authorised to talk with his doctors? Find out what they think are his issues and his best options? If you aren’t able to do this, you don’t seem to have any real role in this. Certainly not one that is going to fund you to be a caregiver, or let you organise it in a facility.

Are you asking if you can be his paid caregiver? Does he have funds to pay you or have you researched programs that would apply to his situation? Who has assessed that he needs an in home caregiver? Does he have a case worker? Here we have people who have some experience in programs for seniors, not so much for younger adults.

Depending on his income, he maybe able to get "in home" care but he can't have any assets over the Medicaid cap in ur state.
Personally, I would not care for someone with mental problems. They r too unpredictable.
