You are in a difficult position (obviously), and you have lots of company. Unless you have guardianship over him, and to do that a doctor and court would have to declare him incompetent, you can't really make him get help.

I would suggest looking for a person he likes, outside of the family - a friend or faith community leader perhap - who could encourage him to go for a general physical. I'd stay away from mentioning specific concerns as he probably is afraid of hearing bad news. A third party often can get father than the family. There is more distance so it's easier to save face.

If it's a really bad situation and he lives alone, you can have Social Services do a welfare check. They may or may not have grounds to get him medical attention. Good luck. I really do feel for you.

Let me clarify something before I go,if you do not have POA they can sue you.I F you don't help your dad,they can still sue you-this time for Neglect.This is why you are in a difficult position.This is the same position I was in. Lawyers get rich off of this difficult positions,they live to get rich off of these difficult positions.I will tell you the same as I have everyone elese,no law would ever stop me from saving my dad.
