Perhaps some decaf with some Melatonin would be helpful. Good luck.

Caffeine is used to boost the effectiveness of some pain meds and that may be what he has in mind but it may not be the reason he isn't sleeping, the pain itself may cause wakefulness or if there is dementia he could be experiencing sundowning. Ask his doctor about better pain management and/or something to help him sleep. Topical analgesics like voltaren may help.

Decaf maybe? Not sure how coffee helps his pain but talk to his doctor and see if he can recommend something to help.
Leg pain is awful. Is it sciatica? My dad suffered from that. He would get up and play solitaire on the computer when he had it. I found CBD oil to help mine.
Sincev he has diabetes it might be Nueropathy beginning.
I would give him decaf without telling him and see if that helps and if he rests better. My husband and I like “sleepy time” tea at night. It’s very relaxing.
