If you hit a wall going through the county, contact your local state representative for assistance. At minimum they will at least contact the county to get an answer and the county usually gives it a priority when contacted by an elected official.

My best advice is to start with a county attorney of your relative’s last known contact before Covid happened that closed the facility and go from there. Good Luck!!

No disrespect here. But sometimes issues that warranted a person to be a ward of the state means either relatives may have been an issue. Therefore the state may not allow the whereabouts of this family member. If that is not the case. You should contact an elder attorney for advice. Please remember regardless of facility closure the person would just be places elsewhere. The facility where person is now a resident cannot tell you if he resides there that's a hippa violation and possibly a court order stating information is not to be given. If you were visiting and there were no issues then contact the Public guardian office to hopefully get information you need. FTI. It doesn't matter where the person is at. the original court and public guardian will never change even if that person was moved out of state. If the person is deceased that is public record. You may find that in that states obituary. Good luck

If she is a ward of the state, contact the court where they they were declared. They should be able to give you the name of the guardian or community guardian that was responsible for them, if that does not work ask for the court examiner.

If all else fails you can ask for an emergency hearing with the judge or the courts if the judge no longer serves and have them request a discharge and placement manifest not exactly sure what it is called but they had to have logged where someone was going or who they were discharged to. Some form of paper trail has to exist.

If you have their Social Security number that may help. Did you put their name in search and approximately where they may live? The NH they live in is their legal address so may find her that way.

Have you already checked with the county judge/court that made your relative a ward of the state?
