He wants mum to leave the house and meet him. He won't come where I am. So he told her she won't see him again if she doesn't. Mum has Alzheimer's, lower back arthritas and going blind. She very rarely goes out because she doesn't want to. But he won't come see her at mine where she lives now due to abuse from him and his family. He says she must go meet him out side because he's not happy coming to her home??? Who are these so called people that supposed to care about mum?

I spoke with the court of protection. They say I must apply to the court and the judge will decide about her savings
My mum needs things and he refuses her

I feel like hiring a uniformed security person to be present during a scheduled visit might deter him from any wrong doing.
Even if the uniform is a sports coat type of uniform. And even companion to assist her if you feel it might be necessary.

It sounds to me like brother wants to get her alone somewhere else so he can work her over..maybe get her to sign some documents?

He sure doesn't want you around when he "visits" with mom. That, combines with past abuse, makes me suspect his motives.

Do not do it. He can have supervised visits or none. He is an abuser, do not forget that. Do not put his victim within reach to be victimized again.

Who indeed? No one you have to listen to. He has abused your mother? Why on earth would she want to leave the house, which she rarely does, to see him?

Brother is free to make his choices. He won't come and visit her? That's his loss. It is nothing you need to concern yourself about.
