In an APS investigation, the following services are typically provided:
Investigation
Evaluations of mental capacity and risk.
IF investigation shows that claims of risk are SUBSTANTIATED, then there will be a development and implementation of a case plan tailored to the victim along with followup counseling, checkins with the client.
Assistance in connecting the client with additional services and benefits
If the allegations are found to be true, then the family court can issue orders for protection, custody and visitation rights

There must be verification of claims of abuse. If there is no proof, no substantiation of claims of abuse then the claimant who reported will be told this.

You apparently have arrived at this point. If you find further reason to believe there is abuse then you are free to call the police, sheriff or other authority in your area. Can you tell us why you feel this investigator did not do his/her job?
Be certain that you have proof of your allegations because without it at some point you yourself will be issued stay-away orders (a restraining order) if there is no substantiation of your claim. Moreover, if you continue such reports there may be legal filings against you as regards harassment which may result in fines and even incarceration.

Call again. They may send another person out to check out the case. You can also call the police for a wellness check and the police can report the findings to APS.
