If the person is in a facility or has a primary care physician, the care should be arranged for by them. They must obtain insurance approval.. Facilities usually have agencies they work with. More details would help.

You need a Drs. order. Seems Medicare doesn't pay fully for Palliative care. But they do for Hospice care just not the facility.

"Medicare. If you have Medicare Part B (medical insurance), it may cover some treatments and medications that provide palliative care, including visits from doctors, nurse practitioners, and social workers. Medicare does not use the term palliative, so coverage is provided by standard Medicare Part B benefits."
