I am her oldest offspring and POA. You can NEVER get a live human when you call SSA, but I did see where one can create an account online. There are three disclaimers, however, that read,
"You can only create an account using your own personal information and for your own exclusive use.

You cannot create an account on behalf of another person or using another person's information or identity, even if you have that person's written permission.

For example, you cannot create an account for another person:

With whom you have a business relationship
For whom you are a representative payee, or
For whom you are an appointed representative.
Unauthorized use of this service may subject you to criminal or civil penalties, or both.

Does having POA overrule the above?

If I had POA, I would do it and they can lock me up if they want.

I think I would contact the Medicaid case worker. That way she may be able to give her one immediately. Do you mean Medicaid card or Medicare card?

SSA wouldn't even let me change the mailing address for my mom's SSA and medicare mail from my old address to my new address. A POA document is meaningless to SSA. Apparently I have to visit in person when I get time. Fortunately I am friendly with the new owners of my old house. They just save my mail and bring it over.

Government websites have the same BS up here in Canada too. There was a number to call as well so I could put my mother on to authorize someone to talk to me, but unfortunately when they asked her a simple challenge question she couldn't answer. Really? They have all the honest people are jumping through hoops trying to do the right thing, tell me how this prevents thieves just logging on anyway or putting someone on the phone that can pretend. (BTW, I could have easily answered the challenge question)

You with your iPad: mom it was nice going to church today. what day is it?
Mom: oh Sunday!
You: yeah today is Sunday.
You: mom what was that grey tabbys name we had when I was a little girl?
Mom: you mean Little Bit.
You: yes! Mom look at this!
Mom: where?
You: look mom, press right here...
Voila! Online is done! Mom was competent & cognitive too.

I had no problem setting up an on-line account for my Dad with Social Security and with Medicare. I knew all the questions asked for security. My Dad also needed a new Medicare card as his old one is falling apart. There is a section where one can get "replacement" cards.

Getting a replacement Medicare card is easy as long as it is being sent to the address on record. Cal 1-800-MEDICARE. They are available 24/7 so calling off hours virtually eliminates delay.
On-line is also very convenient.

Every time I go online to get a replacement Medicaid card I end up on a link for a Medicare card. I have been to children & family services and NOT ONE link. Really??? I called a month ago and yet no replacement card in the mail. The government sites REALLY need to have professionals work on them. I remember reading that Obama was forming a team to do just that, but since he is on his way out, that ended. Medicare SS and Children and family services REALLY NEED AN OVERHAUL and be rewritten in PLAIN ENGLISH with LARGE LINKS to simple requests. It is bad enough to be on hold for 55 MINUTES with Medicaid only to be hung up on. It is super annoying. And they wonder why so many people have high blood pressure.
