Medicaid applied for Jan. 8, 2013. Later received bills for hospital, etc. services rendered in August, September and November 2012. Since the draw-down of her funds, she doesn't have the money to pay these. Will Medicaid pay for them since the bills were received after the application?

Yes, good idea to check for 3 mos retroactive coverage. Most states do indeed allow for that.

You need to call her medicaid worker and ask if you can file for 3 months retro benefits as here in California you can get medicaid for up to 3 months prior which if your application date was January 3013 you could apply for Oct, Nov and Dec 2012. Sad but you could not get anything for August but as the expert stated you could used the amounts paid on this bill towards any monthly Share of Cost you might have. Some states have this RETRO benefits and some don't. Good Luck to you!

Here's the NY State rule, which I believe applies to other states, as well:
Past Unpaid Medical Bills

Past unpaid medical bills may be used to meet your excess income amount even if they are old, as long as they are still viable, meaning that the medical provider is still able to bring a legal action to collect them. These bills may be applied to meet your excess income indefinitely into the future.

Example: You have a hospital bill from four years ago and received a collection notice from the hospital this year. The bill is for $2,000. Your excess income is $200. You may submit this bill to meet your excess income for six consecutive months. After the six months is over, if the provider is still trying to collect on the bill, you can continue to use the balance of the bill for four more consecutive months.

I am afraid they won't. She only qualifies for bills for services rendered after she is approved for Medicaid. She could file for bankruptcy to clear up those bills. If left unpaid, the hospitals and providers will likely sue. I have seen hospitals sue for bills as small as $200.

Medicaid won't pay those bills directly, but the Medicaid recipient will be able to deduct the bills from their monthly income. Medical and remedial care expenses that are not subject to being repaid by an outside organization (such as a health insurance program) may also be deducted from the nursing home resident’s income before paying the balance to the nursing home each month.

Not sure since Medicaid rules governed by each state. I do know they ask on the application if you have any unpaid medical bills. My mom did not so can't answer if they would have paid them. We live in Pa
