I believe we do not qualify as our income is slightly too large. However, the intake employee said we would pay a premium that would take care of 100% but he would refer us first to an elder care attorney. According to the intake individual we would have to get rid of our modest life insurance policies and small IRA. If we do this and are enrolled - what guarantee do we have that the US government will keep this program?

Who is this "intake" person? Have you contacted Medicaid for in home services?

I agree, call your County Office of Aging to explain this better to you. I get the impression this is a program that coordinates your health needs. Here is what I found.

Call your state Dept of Aging or your local Area Agency on Aging. PACE is run by the state but requires participants to be Medicaid qualified.
