After tests at the Hospital, was fitted with a neck brace and brought back to her house by her Brother who does not live with her.
She is slowly getting around, but in a lot of pain. She said when her Brother called the Neurosurgeon for an appointment, they told him 4-6 weeks!
I feel helpless. Her Brother stops in to see her, but she is all by herself. Does not want any help from me other then bringing a hot dish to her.
I feel she is not safe by herself.
How can I talk to her Brother about this?

It is so thoughtful that you are so concerned for your neighbor . I would talk to her brother and let him know your concerns. I talked to my neighbor about the possibility of her falling and fracturing her hip and she would not listen, she fell, broke her hip and died in a nursing home not too long after the fall. Sadly she had no family left and lived alone.

If she is competent and cognitively okay, she is allowed to make her own (possibly bad) decisions.

You can report her to APS as a vulnerable adult and get her on their radar. Doesn't seem like her brother is concerned enough -- or she is not giving him the whole story. You can report facts to her brother. Perhaps he is her PoA. But as BarbBrooklyn stated if she's competent she can do as she pleases.

It’s true. We can’t force someone to listen. Years ago I rented half of a double home. Next door was a single woman and her elderly mom. The woman had a full time job, and the elderly woman was alone in the house. The sweet elderly old lady was always opening her door for strangers. I asked her not to open the door for strangers. I informed the daughter but nothing changed. I was concerned as you are for your neighbor but I had to accept that there was nothing more that I could do to make her change her ways.
