My mother has had a stroke and while she can still communicate normally her mobility has been impaired, and as a result she uses a mobility scooter for getting around out of the house. It's a battery powered fold up scooter and after use my dad folds it up, picks it up, and loads it into the boot of the car, however, it's getting too heavy for him to lift as he has a bad back. Is anybody aware of something like a hoist that can be used for these that doesn't cost a fortune?

whatever you get think about the operation of it and how easy it will be to operated and load/unload
install ( usually on a trailer hitch). We have used one for years an its a roll on / off. Easy to use and better yet no lifting anything . Check ebay for a used one. We bought ours new. A purchase we have not regretted once.
