My parents are hoarders and my mother has been diagnosed with early stage dementia. My siblings do not understand what could happen if there is a welfare check. Does the state become involved? What happens next?

I would go to my city health department and simply ask. You don't even need to give your name. Also, you may have a department on aging.

But, I would think if they are removed from the home, they will be placed where ever the county puts them.

Somehow you get siblings to understand, that once Social Services steps in, they will seek protective custody. That's a nice way of saying they go to a Judge and tell him the family hasn't done squat to protect them. They will cite neglect and abandonment. The Judge will bang the gavel and cut the relatives entirely out of all decisions, finances and future involvement. The Judge will appoint a Guardian, someone nobody likes or agrees with. It's not just a slap on the wrist, it's a legal knockout punch.
