If the siblings are allowed to take Mom out, what do they say about this situation? Maybe the adult child and another sibling take Mom out together, would that be allowed by the Power of Attorney?
Could be a situation that since Mom has Alzheimer's/Dementia [as per your profile] that the Staff finds it is harder to deal with Mom afterwards, for whatever reason. Anything could trigger it... the driving, the restaurant, the meal, the noise in the restaurant, even the conversation itself.
Or was it Mom would said that the adult child cannot take her out? People with memory issues do like to make up stories and pit one child against the other.
When we signed mom in to AL, they did ask us if anybody was restricted. Plus there is the issue of the patient being on site when medications are given. So visit her there and make the best of it.
