Choking sensation. Any suggestions on what might help?

Why and when does the choking take place.
And is it a "sensation" or is it actual choking?
Is this a new sensation or has this been going on? If it is new this should be brought to the doctors attention. There are many reasons that someone can choke. and some may have an easy remedy others no so much.
More information would help either here or in your profile.

You've noted arthritis - rheumatoid? There is such a thing as rheumatoid dysphagia; was that diagnosis made?

If not, echoing Grandma1954, learning whether the cause is mechanical, allergy, or other will direct the remedy.

It would probably be helpful if you have the person who has this issue have a swallowing test, to make sure that their food, drink and phlegm isn't going into their lungs thus causing aspiration pneumonia.
And in the meantime, you can try thickening their drinks with the product Thick It, and feed them either pureed foods or very soft foods, to insure that things are going into their stomach and not their lungs.
